HELP INSTANTLY MY 12 YEAR OLD COUSIN MENINGITIS??? PLEASE ?

My female 12 year old cousin has a small rash on her belly. Its got one massive scabby spot ans loads of little ones around it. I Tried the tumble test on her and some spots went some didnt. She has a muffling earache in one ear. She looks pale and has broke out in spots on her face. She has a headache HELP>???
